In 2001, the Texas legislature nearly unanimously approved House Bill 1403 (HB 1403) which allows certain immigrants who are long-term residents of Texas to become eligible for in-state tuition if they meet certain requirements. That bill was signed into law by Governor Rick Perry. KeepHB1403.com was created to build a coalition of businesses, affected students, supporters, and organizations committed to preserving this law – a commonsense approach to ensure that young people who have grown up in Texas can access the education that Texas businesses need.
